Job Description
Job Title: Area Manager - NWS
As an Area Manager in the North West Syria (NWS) region, you will lead and oversee field operations, ensuring effective implementation of projects, compliance with standards, and alignment with the Syria Response strategy. You will manage staff, coordinate with internal and external stakeholders, and support the development and design of new projects. Your role will involve substantial project management, budgeting, and team leadership, while maintaining a focus on achieving results and fostering effective partnerships.
Key Responsibilities:
1. Project Management and Oversight:
- Provide overall leadership and supervision of field operations teams in NWS.
- Ensure projects align with the Syria Response strategy and are effectively planned and implemented.
- Monitor project progress, manage burn rates, and introduce corrective measures as needed.
- Ensure projects are staffed adequately and are implemented according to WVSR standards.
- Collaborate with the Partnerships Manager to identify staff and partner development needs.
- Facilitate effective partnerships and engagement with partners on projects.
2. Project Planning and Design:
- Work with Technical Advisors and GAM to design and plan new proposal log frames.
- Lead or support Project Managers in developing project budgets during the design phase.
3. Staff Management:
- Determine staffing needs, facilitate hiring, and provide orientation.
- Oversee staff training and development, set objectives, and monitor performance.
- Ensure staff wellbeing and support their professional growth.
4. Coordination:
- Address challenges emerging from coordination with other functions (Finance, Procurement, Admin, and Security) and partners.
- Coordinate interventions with other agencies and participate in external coordination meetings as required.
5. Internal Processes Support:
- Assist the Deputy Director of Field Operations in implementing internal processes.
- Identify and address discrepancies or malfunctions in internal process implementation.
- Support the revision and correction of internal processes in coordination with other departments.
Required Professional Experience:
- Minimum of 8 years of experience in humanitarian and development sectors in NWS.
- Proven experience in designing and implementing multi-sector humanitarian programs.
- Experience managing budgets of at least $7.5M.
- Experience working across multiple internal departments and leading teams.
- Experience with remote and partner management.
- Strong communication skills with the ability to articulate ideas and concepts effectively.
Required Education and Qualifications:
- Postgraduate degree in International Development or related field, or significant humanitarian leadership experience in lieu of formal education.
- Comprehensive knowledge of International Human Rights Law, International Humanitarian Law, and relevant codes of conduct.
- Practical experience in remote management and aid delivery contexts.
- Strong knowledge of key sectoral areas, including health and protection programming.
- Proven success in external representation and coordination with donors and stakeholders.
Preferred Knowledge and Qualifications:
- Experience with cross-border programs and designing programs through partners.
- Ability to work effectively under pressure, be innovative, and take calculated risks.
- Understanding and promotion of diversity to achieve organizational goals.
- Full adherence to World Vision Child Protection, Code of Conduct, and Conflict of Interest policies.
Travel and Work Environment:
- Willingness to travel domestically and internationally up to 20% of the time.
Language Requirements:
- Essential: Strong English communication skills (oral and written).
- Desirable: Good working knowledge of Arabic (oral and written).
