Job Description
Job Title: Associate National Project Officer
Main Duties and Responsibilities:
Under the overall authority and guidance of the Head of the UNESCO Jordan Office, and with direct supervision from the Head of the Education Unit and guidance from education project officers, the Associate National Project Officer will provide administrative and logistical support to the Education Unit. This role involves overseeing the planning, implementation, monitoring, and evaluation of all education program activities. Key responsibilities include:
1. Programme & Coordination
- Coordinate and oversee administrative and logistical support for a large portfolio of education projects and programs.
- Guide and supervise the work of administrative support staff within the unit.
- Facilitate daily coordination with the Ministry of Education, Ministry of Higher Education and Education Research, development partners, consultants, UNESCO Headquarters, UNESCO Regional Bureau for Education in the Arab States, and other relevant counterparts.
- Assist in organizing meetings, workshops, seminars, and other related events.
- Prepare meeting minutes and follow up on action items.
- Support the update of project work plans and the development of terms of references for project activities.
2. Contract Management
- Assist in all stages of contract management, including preparation, documentation for contract committee (when necessary), follow-up on deliverables, and processing payments in compliance with UNESCO administrative rules.
- Support the development and oversight of large and complex contracts, such as implementation partnership agreements, ensuring effective monitoring and assurance mechanisms are in place.
3. Budget & Financing
- Assist in budget and financial management of projects, tracking expenditure, and preparing budget revisions.
- Conduct spot checks to ensure programmatic and financial compliance.
- Support the preparation of project proposals and budgets.
- Prepare information required for audits.
4. Procurement
- Carry out procurement procedures, including preparing request forms, obtaining quotations, and preparing purchase orders in accordance with UNESCO administrative rules.
5. Translation
- Oversee the translation, finalization, layout, design, printing, and dissemination of project-related reports and publications.
- Provide support in the interpretation and translation of documents between English and Arabic as required.
6. Communication
- Support the development and implementation of a communication and visibility strategy for Education Unit programs.
- Assist in creating communication and visibility materials.
- Upload and organize photos and other communication materials related to the project to the Education shared drive.
7. Other Duties
- Coordinate official travel arrangements for the Education Programme Specialist and project team, including Travel Authorizations, UNDSS security clearances, transportation, flight reservations, accommodation, and travel claims.
- Draft routine correspondence, letters, reports, and other administrative documents.
- Develop, maintain, and update a database for files and records related to the project and other Education Unit programs.
- Undertake any other tasks as assigned by the Head of Office, Education Programme Specialist, and Project Officers, providing administrative and logistical support as needed.
Qualifications:
- Bachelor’s degree in a relevant field.
- Proven experience in project coordination, administrative support, and contract management.
- Excellent organizational, communication, and multitasking skills.
- Proficiency in English and Arabic (both written and spoken).
- Knowledge of UNESCO administrative rules and regulations is advantageous.
Work Environment:
- Office-based with potential travel within Jordan as needed.
