Job Description
Job Title: Head of Programme (Internal Candidates Only)
Roles & Responsibilities:
1. Programme Governance, Implementation, and Monitoring:
- Act as the Project Executive on Project Boards and take responsibility for project portfolio oversight as delegated by the AMMMCO Director.
- Develop and implement programme plans in collaboration with teams and partners, setting objectives, performance metrics, and expected outcomes.
- Oversee the implementation of the programme within timelines, budgets, and partner expectations while ensuring compliance with quality standards and legal agreements.
- Supervise the Programme Management Office (PMO) to ensure adherence to governance, policies, and best practices in project management.
- Identify and assess programme risks and ensure appropriate mitigation measures.
- Mentor Project Managers in project planning, execution, and delivery, incorporating best project management practices.
- Facilitate accurate project tracking and reporting to meet all client and partner requirements.
2. Programme Development and Planning:
- Support the AMMMCO Director in ensuring the financial sustainability of the programme and compliance with organisational strategies, rules, and standards.
- Submit reports and identify critical issues for future process improvements and business development planning.
- Analyse political and development trends in the region to propose opportunities for UNOPS engagement.
- Oversee the preparation of programme documents, including business cases, policy briefs, risk assessments, and programme plans.
- Collaborate with internal and external partners to ensure consistency in approaches and accountability in performance.
- Act as the Gender Focal Point for AMMMCO, ensuring gender mainstreaming within the Country Office and across projects and programmes.
3. Manage Programme Resources:
- Plan and propose resource allocation (human and financial) to the AMMMCO Director.
- Consolidate revenue and expenditure forecasts based on financial goals, ensuring compliance with UNOPS pricing policies.
- Manage resources following UNOPS standards of ethics, integrity, and accountability to ensure financial sustainability.
- Recruit, manage, and develop programme personnel and technical experts, promoting teamwork, collaboration, and diversity.
- Foster a positive and inclusive work environment, ensuring the highest standards of conduct.
- Participate in UNOPS performance evaluations and ensure continuous feedback and improvement.
Education/Qualifications/Experience:
- Education: A Master’s degree in Engineering, Project Management, Public Administration, Social Sciences, or related fields is required. A Bachelor’s degree with two additional years of relevant work experience may be accepted in lieu of a Master’s degree.
- Certification: PRINCE2 Foundation/Practitioner is required within the first six months of onboarding. Programme/Project Management Professional (MSP, PMI-PgMP, or PMI-PMP) is an asset.
- Experience:
- A minimum of 10 years of cumulative experience in project management, including managing diverse portfolios in engineering, humanitarian, or development projects.
- At least 3 years of leadership experience, including team supervision and budget management.
- Experience in UN system organizations, preferably in a developing country, is desirable.
- Experience in the Middle East region and fragile or complex operational environments is desirable.
- A background in civil/infrastructure engineering is highly desirable.
