Job Description

Job Title: Regional Programme Director - Middle East

Job Purpose:
The Regional Programme Director will lead the development and management of GOAL’s programming in the Middle East, focusing primarily on Lebanon and Palestine, with oversight of existing programs in Iraq. The role may also include temporary management and programmatic oversight for other countries as needed. This position is crucial for ensuring effective program implementation, capacity building, and alignment with GOAL’s strategic objectives.

Key Responsibilities:

Programme Delivery and Management:
- Programme Development:
- Coordinate the development of new programs through field assessments, program design, proposal development, and stakeholder engagement.
- Provide surge support and managerial oversight for GOAL’s Iraq program and other countries as required.
- Implementation and Quality Assurance:
- Ensure the quality and timely implementation of grant-funded projects within budget.
- Document and share best practices for program management and implementation.
- Support capacity building for key program staff, including designing kick-off meetings, activity planning, and risk management.
- Offer advice on program implementation quality and conduct field visits as needed.

Human Resources:
- Capacity Building:
- Provide induction and orientation sessions for new senior program personnel.
- Offer ongoing mentorship and capacity building for existing program staff.

Resource Development and Partner Liaison:
- Proposal Development:
- Collaborate with the Funding and Business Development Unit to support program design and proposal development.
- Conduct field assessments for new programming and support partner engagement, particularly from the global south.

Humanitarian Affairs:
- Sectoral Coordination:
- Act as the focal point with GOAL’s Humanitarian Unit for the Middle East.
- Keep updated on humanitarian sector developments and liaise with the Emergency Response Unit as needed.

Coordination and Policy/Procedures:
- Policy Development:
- Contribute to the development of program strategies and policies.
- Ensure GOAL’s policies and procedures are known and implemented effectively.

The Person:

Required Experience:
- Proven experience in humanitarian assistance and development programming.
- Experience in sectors such as curative health, WASH, nutrition, social behavior change, disaster risk reduction, economic security, food security, and gender.
- Demonstrated success in resource development with major donors (e.g., Irish Aid, DFID, USAID, ECHO, UN agencies).
- Experience in capacity development and training module delivery.
- Strong analytical and conceptual skills, with experience in budgeting and financial management.

Skills:
- Excellent written and spoken English, with strong communication skills.
- Ability to work effectively in challenging environments and a willingness to travel.
- Flexibility to deploy on short notice.
- Proven team player, capable of collaborating with a multinational team.

Travel Requirements:
- Willingness to travel 25% of the time within the region.
