Job Description

Job Title: Recruitment Officer - Joint Venture

Job Summary and Purpose:
The Recruitment Officer will coordinate and manage recruitment activities to meet the staffing requirements of Nakilat and its Joint Venture Companies. This role involves close collaboration with hiring managers to ensure timely and effective sourcing, selection, and engagement of qualified candidates, adhering to established recruitment guidelines, policies, and procedures.

Key Accountabilities:

Recruitment:
1. Annual Recruitment Planning:
- Collaborate with function heads to plan and synthesize annual recruiting requirements into an overall recruitment strategy.

2. Implementation and Reporting:
- Coordinate the execution of the recruitment plan and provide progress reports.

3. Recruitment Trips:
- Organize recruitment trips to source high-caliber Qatari National candidates through university fairs or similar events, promoting a positive image of Nakilat.

4. Advertising Programs:
- Assist in developing recruitment advertisements and coordinate with agencies for publication.

5. Recruitment Channels:
- Identify appropriate recruitment channels and maintain relationships with external sourcing partners.

6. Candidate Searches:
- Perform searches for qualified candidates using various resources, including databases and networking.

7. Screening and Shortlisting:
- Review CVs and applications, generating shortlists for departmental review.

8. Credential Verification:
- Verify candidate credentials and conduct reference checks once candidates are approved.

9. Initial Interviews:
- Participate in initial interviews and schedule further assessments with HR and functional managers.

10. Placement Tests:
- Organize placement tests and interview activities for shortlisted candidates.

11. Data Management:
- Maintain a database of vacant positions aligned with Nakilat's manpower plans.

12. Filing System:
- Establish and update a recruitment filing system.

13. Offer Letters:
- Assist in drafting offer letters and coordinate with the Rewards and Organizational Development Section for compliance.

14. Logistical Support:
- Coordinate logistics for interviews and engagements, including travel and visa arrangements.

15. National Development/Qatarization:
- Participate in on-campus recruitment for Qatari nationals in line with the Qatarization program.

Quality, Health, Safety, & Environment (QHSE):
16. Compliance:
- Adhere to QHSE policies and procedures to ensure a safe and environmentally responsible service.

Policies, Systems, Processes & Procedures:
17. Implementation:
- Implement departmental policies and procedures.

18. Monitoring and Evaluation:
- Assess the effectiveness of the recruitment process and recommend necessary modifications.

19. Compliance Assurance:
- Ensure adherence to established guidelines for sourcing, selection, and engagement.

Others:
20. Additional Duties:
- Perform any other duties as directed by the immediate supervisor.

Key Result Areas:
- Execute end-to-end recruitment activities.
- Fill job vacancies within stipulated timelines.
- Attend job fairs and recruitment events at educational institutions.
- Develop and draft employment offers.
- Maintain relationships with various recruitment agencies in and outside Qatar.

Desired Candidate Profile:

Qualifications:
- Bachelor’s degree in Business Administration, Human Resources, or a related field.
- Certification in competency-based recruitment and selection is advantageous.

Experience:
- 3-5 years of related experience in recruitment, preferably in the Oil & Gas sector.
- Regional experience is preferred.

Job Specific Skills:
- Knowledge of social media recruitment strategies.
- Understanding of executive sourcing and interviewing techniques.
- Familiarity with HR-ERP systems, preferably SAP.
- Proficiency in Microsoft Office.
