Job Description
Job Title: Program Manager
We are seeking a seasoned Program Manager to oversee and coordinate large-scale infrastructure programs. The ideal candidate will be responsible for managing program activities, ensuring optimal investment returns, and maintaining effective communication with clients and stakeholders.
Key Responsibilities:
- Planning & Design: Participate in the planning and formulation of design alternatives and solutions for construction projects.
- Scope & Resources: Collaborate with project sponsors, cross-functional teams, and project managers to define the scope, deliverables, resources, work plan, budget, and timing for new initiatives.
- Team Management: Manage program and project teams to achieve optimal returns on investment. Coordinate and delegate cross-project initiatives.
- Vendor Coordination: Identify key requirements for cross-functional teams and external vendors.
- Budget Management: Develop and manage project budgets, ensuring accountability for meeting established business goals and objectives.
- Risk Management: Identify and address risks and opportunities across multiple projects. Analyze, evaluate, and overcome program risks while producing reports for managers and stakeholders.
- Client Communication: Maintain continuous communication with client representatives regarding project progress and concerns.
- Fiscal Controls: Develop and administer project budgets, fiscal controls, contracts, and quality control provisions.
- Project Sequencing: Direct work sequencing to expedite project delivery and minimize disruptions to ongoing operations.
- Compliance: Ensure project operations comply with design specifications and client requirements.
- Policies Compliance: Adhere to Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within Hill International.
Desired Candidate Profile:
- Bachelor’s Degree in Engineering from an accredited university.
- Minimum 20 years of experience in managing large-scale infrastructure programs with multiple projects.
- Experience with major government and/or semi-government programs and project implementations.
- Extensive experience in construction management of water and wastewater projects.
- Proven track record of implementing a zero-accident philosophy.
- Experience in engaging with government entities and utility providers.
- Excellent verbal and written communication skills.
- International work experience preferred.
