Job Description - HSE Engineer (Health, Safety, and Environment)

PRIMARY DUTIES:

As an HSE Engineer, your primary responsibilities will encompass providing technical services in the areas of Health and Safety during definition, detailed design, and execution stages. You will ensure Contractor(s) compliance with established HSE policies, procedures, and regulations. The key duties include:

HSE Compliance Oversight:

Ensure adherence by Company and Contractor personnel to HSE policies, procedures, and regulations.

Monitor activities within project sites, conduct daily inspections, and ensure work aligns with approved safety protocols.

Risk Reduction Measures:

Identify and implement risk reduction measures across all phases of construction, pre-commissioning, and commissioning.

Document Review and Compliance:

Participate in checking and reviewing method statements, JSA's, safety certifications, and related documents.

Ensure compliance with HSE requirements and highlight/report any lapses or issues.

Project HSE Performance:

Assist in implementing Project HSE Performance Monitoring, Objectives, Initiatives, and related procedures.

Monitor HSE legal requirements, regulatory compliance, and national/international conventions within Project activities.

Risk Register and Documentation:

Maintain records of Project HSE risk register, ensuring proper recording, monitoring, and close-out of Project HSE Risks.

Contractor Compliance:

Review Contractor's HSE documentations and Safety Officers CV's to ensure compliance with Company HSE Regulations.

Conduct incident reporting and investigations, implementing preventive and corrective actions.

Safety Meetings and Audits:

Conduct site safety meetings and HSE awareness sessions for Company project staff and Contractors.

Perform safety audits involving all parties, advise corrective actions, and ensure proper implementation.

Risk Identification and Analysis:

Work closely with risk assessment specialists to identify and implement risk reduction measures based on hazard identification and risk assessment studies.

Reporting and Analysis:

Compile reports and prepare statistical and trend analysis reports to assess HSE performances.

Contribute to updating HSE Codes, Standards, Specifications, and Philosophies.

Skills and Qualifications:

Qualification: HNC or equivalent in an engineering discipline.

Certification: Associate member of a recognized HSE institution.

Experience: Minimum 10 years of operational safety experience, preferably in Oil, Gas & Petrochemical Industry with expertise in infrastructure/construction projects.

Technical Skills: Competent in PC usage, including MS Word, Excel, Access, PowerPoint, and relevant software.

Desired Experience: Experience in the Arabian Gulf is desirable.
