Job Description: Health, Safety, and Environment (HSE) Engineer

PRIMARY DUTIES:

As an HSE Engineer, your primary responsibilities will be to provide technical services related to health and safety during the definition, detailed design, and execution stages of projects. You will ensure contractors' compliance with established HSE policies, procedures, and regulations. Key duties include:

1. Monitor all HSE aspects of major projects, including active/passive fire safety systems, special protection systems, life safety, fire risk assessment, safety studies/reviews, security systems, and emergency response programs.
2. Conduct daily inspections to ensure work aligns with approved JSA, Risk Assessment, Method Statement, and Permit to Work System, and complies with company HSE regulations for contractors.
3. Identify and implement risk reduction measures during construction, pre-commissioning, and commissioning phases.
4. Review and provide inputs on method statements, JSA's, safety certifications, and other related documents submitted by contractors.
5. Contribute to the implementation of Project HSE Performance Monitoring, HSE Objectives, Initiatives, and related procedures to ensure compliance with HSE requirements.
6. Monitor compliance with HSE legal requirements, regulatory bodies, national laws, and international conventions within project activities.
7. Maintain records of the Project HSE risk register and ensure proper recording, monitoring, and closure of Project HSE Risks.
8. Review contractors' HSE documentation to ensure compliance with HSE requirements.
9. Participate in reviewing CVs and conducting competence assessments of contractors' HSE personnel.
10. Conduct incident reporting and investigations, implementing preventive and corrective actions.
11. Conduct site safety meetings, HSE awareness programs for project staff, and safety audits.
12. Identify and implement risk reduction measures based on hazard identification and risk assessment studies.
13. Compile reports and prepare statistical and trend analysis reports for assessing HSE performances.
14. Contribute to updating HSE Codes, Standards, Specifications, and Philosophies.

Skills:

QUALIFICATION:
- HNC or equivalent in an engineering discipline.
- Associate member of a recognized HSE institution.

EXPERIENCE:
- Minimum 12 years of experience in operational safety, preferably in the Oil, Gas & Petrochemical Industry, specifically infrastructure/construction projects.
- Thorough knowledge of various HSE regulations, standards, and procedures.
- Competent in the use of PC including MS Word, Excel, Access, PowerPoint, and other relevant software.
- Experience in the Arabian Gulf is desirable.
